TENDER NOTICE

     For and on behalf of Food Corporation of India, the General Manager, Food Corporation of India, NEF Region, Shillong invites tenders in Two Bid tendering system (Technical Bid & Price Bid) from experienced and bonafide Handling/Transport contractors with strong financial background having work experience of Handling /Transportation with Manufacturing / Handling Agency / Govt.Dept. / P.S.U./ Public Limited Company dealing in fertilizer / foodgrain / cement or similar products and parties who have not been blacklisted by FCI or Govt. / Quasi Govt.Organisation, for appointment of Handling contractors on regular basis for 2(two) years as per details given below. The tenderers should have executed in the immediately preceding two years any single contract the value of which is not less than 25% of the estimated value of the contract to be awarded OR should have executed contracts in the immediately preceding two years, the total value of which is not less than 50% of the estimated value of the contract to be awarded. The tender form (not transferable) embodying the terms & conditions, can be obtained from Regional Office (Contract Section),FCI, NEF Region,Shillong-3 on application in letter head and payment of prescribed cost of Rs.500/- (not refundable) for each work during working days upto 14-09-09 between 10 AM – 1.30 PM. Parties fulfilling the above criteria need only apply.

     The Technical Bid must be accompanied with prescribed Earnest Money as stated below in shape of Demand Draft / Pay Order in favour of the General Manager, Food Corporation of India, NEF Region, Shillong drawn on any Schedule Bank and payable at Shillong. Tenders not accompanied by earnest money in the prescribed form shall be summarily rejected.

     Tenderer’s are advised to ensure submission of all certificates / documents indicated in the Tender form / Technical Bid portion, attested copies of their passport sized photographs (3 copies) and Police Verification certificate along-with the Technical Bid. Earnest money of tenderer’s not submitting all the documents for verification will be forfeited besides them being blacklisted. Tenderer’s resiling before validity period shall be blacklisted. The contractor to be appointed would be required to submit an affidavit to the effect that the movable/immovable properties will not be transferred / disposed during currency of the contract, if so desired by the Corporation.

     The tenderer’s must furnish full, precise and accurate details in respect of information’s asked for in Appendix I – II and all pages of the tender form must be signed. Tender(s) in which uniform percentage of rate for all services is not quoted is liable to be ignored.

     The Technical Bid and Price Bid are to be simultaneously submitted in two separate sealed envelopes, clearly subscribed as Technical Bid and Price Bid indicating name of the work and finally put in double sealed envelopes, the inner envelope subscribing the Tender no. /date & name of the work. The outer cover shall be addressed to the General Manager, FCI, NEF Region, Shillong without any mention that a tender is contained inside. Tenders which do not comply with these instructions shall be summarily rejected.

     Contractors are required to ensure supply of trucks as per the indent furnished by the I/C Railway Siding on placement of rake/wagon to clear the stocks within free time allowed. Any shortfall in the same resulting into incurrence of demurrage will be recovered from the defaulting contractors in the light of the provisions contained in the tender agreement. Further the contractors are required to be in readiness to supply at least 60 trucks per day as and when required to save demurrage when foodgrain rakes are placed at railway siding.

     In addition, for transportation of stocks from FSDs, the contractors are required to supply trucks on day to day basis subject to a minimum of 40(forty) trucks to avoid imposition of penalty as Liquidated Damage in terms of Contract Clause.

     The tenders will be received in the office of the General Manager, FCI, NEF Region,Shillong-3 upto 1.00 PM on the dates indicated below and the Technical Bids will be opened at 2 PM on the same day in the presence of the tenderers or their authorized representatives who may wish to be present. The Price Bid envelopes of only those tenderer’s that are found technically qualified, would be opened on the date to be fixed by the General Manager. The date/time of opening of the Price Bid will be intimated to the qualified tenderer’s only. The General Manager reserves the right to accept or reject any or all tenders and /or to divide work among more than one tenderer without assigning any reason and the decision of the General Manager will be binding on the tenderers. ADDENDUM

     Refer our Tender Notice of even number dated 22-08-09. Work at Item No.1(a) of the said NIT may be read as
Ex-Rly.Siding / FSD, Churaibari to FSD, Nandannagar, Agartala including transportation of stocks from Rly.Siding, Churaibari to FSD, Churaibari.
Other instructions remained unchanged.
