TENDER NOTICE

     For and on behalf of Food Corporation of India, the General Manager (N&M Region) invites Tenders in two bids system(Technical Bid & Price Bid) from experienced Transport Contractor (TC) / Handling & Transport Contractor (HTC) of FCI, Government Departments, Public Sector Undertakings or Public Limited Companies, dealing in food grains, fertilizers, cement or similar products who have not been blacklisted, for appointment of regular Handling & Transport Contractors (HTC) of food grain/sugar for 2 (Two) years for the following places. The tenderer should have executed in the immediately preceding two years transport contracts, the total value of which is not less than 50% of the value of the contract to be awarded OR the tenderer should have executed in the immediately preceding two years any single contract, the value of which is not less than 25% of the value of the contract to be awarded, otherwise work experience will not be considered:


 

     Tender Forms (non-transferable) containing terms and conditions can be obtained from Regional Office (N&M), FCI, Contract Section, Zhimomi Automobiles Bldg., Circular Road, Dimapur on submission of application in duplicate (separate application for each item of work) and on payment of Rs.500/-(non-refundable) on all working days from 04.06.2009 to 25.06.2009 between 11 AM to 2 PM.

     Tender Forms duly filled in along with Earnest Money in the form of Demand Draft /Pay Order drawn in favour of “General Manager (N&M), Food Corporation of India, Dimapur” payable at Dimapur from any Nationalized/ Scheduled Bank will be received up to 1:00 PM on the date specified above and will be opened at 2.00 PM on the same day in Regional Office, FCI, Dimapur in presence of the tenderers or their authorized representatives. The EMD should be sealed in the envelope marked as” Technical Bid”.

     The tenderers are required to give their offer in two separate envelopes. The required documents i.e. in support of financial soundness and experience of work, etc. along with Earnest Money Deposit are to be furnished in the envelope marked as “Technical Bid”. “Price Bid” will contain the rates in percentage/ Rupees to be given in separate envelope marked as “Price Bid”. The “Technical Bid” will be opened first in presence of the tenderers/ authorized representatives on the scheduled date and time indicated above. The “Price Bid” envelope will be opened only of those tenderers who are found technically qualified as per their “Technical Bid” which will be intimated to him/them. The two envelopes containing Technical Bid and Price Bid should be put in double sealed envelopes, indicating the Tender Number& Date and the Name of Work in the inner cover. The outer envelope shall contained only the Designation and Address of the General Manager (Region) to whom the Tender is submitted without any indication that it contains tender documents.

     Tenders not accompanied with Earnest Money or the required documents mentioned in the Tender form along with attested copies of passport size photographs (3 copies) shall be treated as invalid.

     The tenderer viz. sole proprietor/ partners, is required to submit an Affidavit or undertaking etc. not to alienate / sale / mortgage etc the immovable properties owned by the tenderer / partners, as the case may be, to the extent required by FCI till the currency of the contract including extended period.

     The successful tenderer is required to obtain insurance coverage of the stocks to be transported on behalf of FCI, the premium of which shall be borne by the contractor. He will also be required to obtain Licence for employment of contract labour as per the provisions of Contract Labour (R&A) Act, 1970 and its Central Rules, 1971and as amended from time to time.

     The General Manager (N&M), FCI, Dimapur reserves the right to accept or reject any or all tenders without assigning any reason and does not bind himself to accept lowest or any tender and also reserves the right to accept one or more tenders or distribute the work between two or more Tenderers and his decision on this regard will be final and binding on all tenderers.
